MINNESOTA FUEL RETAILERS ARE INVESTING IN INFRASTRUCTURE AND FIGHTING FOR FAIR POLICY.
Fueling Minnesota continues to advocate for practical, commonsense policies that support fuel retailers, protect consumers, and strengthen Minnesota’s fuel infrastructure.
NEW PETROFUND REIMBURSEMENT PROGRAM
Fueling Minnesota secured a major legislative victory in 2026 with the creation of a new Petrofund reimbursement program for pressurized single-wall steel piping.
Beginning January 1, 2027, service stations replacing qualifying piping infrastructure may be eligible for:
- 50% reimbursement of replacement costs
- Up to $100,000 per location
- Coverage for up to two locations per business annually
The program is funded at up to $4 million annually over the next 10 years, creating the potential for $40 million in infrastructure investment statewide.
These investments will help fuel retailers modernize aging infrastructure, reduce environmental risks, and strengthen long-term protection efforts across Minnesota communities.
RETAIL DELIVERY FEE UPDATE
Fueling Minnesota continues to lead efforts to exempt liquid fuels from Minnesota’s Retail Delivery Fee.
Legislation carried during the 2026 session advanced through multiple committee stops without opposition. However, because the legislature did not pass a comprehensive Transportation Finance bill, action was delayed until next session.
Fueling Minnesota remains committed to protecting fuel retailers and consumers from additional costs tied to the delivery fee and will continue advocating for a full exemption for liquid fuels.
WHY THIS MATTERS
Fuel retailers across Minnesota are investing millions into modernizing infrastructure while continuing to provide reliable fuel access to communities statewide.
Fueling Minnesota supports policies that:
- Strengthen fuel infrastructure
- Protect small businesses
- Reduce unnecessary regulatory costs
- Keep fuel affordable and accessible for Minnesota consumers
